Amendement de la Constitution US voté en 1791 qui affirme le droit des citoyens participant à des milices organisées (armées populaires) à porter les armes.
Une lecture prenant en compte les éléments techniques, financiers et politiques du moment, il y a plus de 200 ans, permet de comprendre que le législateur d’alors n’avait pas intégré les possibles progrès en matière d’armes à feu.
